Deauville-Normandie Airport is under the authority of the Deauville-Normandie Airport Joint Syndicate, which guarantees its development, management, and operation. This body brings together the City of Deauville and the Normandy Region, which work in partnership to ensure the airport's continuity, modernization, and integration within the local community.
As the delegating authority, the Joint Syndicate defines the strategic directions, makes available the necessary land and equipment, and oversees the operation entrusted since July 1, 2025, to the Deauville Normandie Airport Operating Company. It is organized around a Syndicate Committee, an Executive Board , and thematic commissions, involving local authorities and stakeholders in decision-making.
History and strategic framework
- The creation of the airport (1931)
Deauville-Saint-Gatien Airport was inaugurated in 1931 by the City of Deauville, on land located in Saint-Gatien-des-Bois. Since its creation, the City has acted as the delegating authority, responsible for the planning, maintenance and development of the airport. - Agreements with the State and the Chamber of Commerce and Industry (former operator)
- November 14, 1986 : agreement with the State for the development, maintenance and operation, according to article L 122-1 of the Civil Aviation Code.
- June 8, 1990 : management subcontract entrusted to the Chamber of Commerce and Industry of Pays d'Auge, in accordance with article R 221-5 of the Civil Aviation Code.
- To strengthen cooperation between local authorities and economic actors, the City of Deauville and the former Regions of Lower and Upper Normandy have formed the Joint Syndicate of the Deauville-Normandy Airport.

Governance of the Joint Syndicate
Union Committee
The Joint Committee is the deliberative body of the Joint Syndicate. It makes all decisions relating to the operation, development and budget of the airport.
Composition :
- Normandy Region: 6 full members and 6 alternates
- City of Deauville: 3 full members and 3 alternates
The Office
Elected by the Union Committee, the Bureau ensures coordination and can exercise specific delegations.

- Tender evaluation committee, public service delegation committee and competition jury for specific missions
Powers of the delegating authority
The purpose of the Joint Syndicate is the development, planning, management and operation of the airport, as well as services related to welcoming users.
- The City of Deauville, as the landowner, makes the necessary assets available to the Joint Syndicate via a report (September 14, 2007)
- Agreement with the State (October 22, 2007): official transfer of planning, maintenance and management responsibilities to the Joint Syndicate
- Operation entrusted to SEADN via a public service delegation contract (ending on December 31, 2030).
